Who would ever apply or even go see without photos? Sounds like a too-good-to-be-true thing..
If I were apartment hunting right now I’d look at the listings with no photos. Sure, most of them would probably be a waste of my time, but I’d be competing with far fewer prospective tenants since most people won’t bother to consider rentals with no photos.
The first place I had in DC I found on Craigslist – no pictures. It was a great place! Owned by an older lady who did not use technology, and her son (who was lazy) posted the ad. People shouldn’t be so closed minded, there are many reasons why there would not be more pictures!

The ad says it’s an apartment complex, but that picture looks like a single family house. 12th and Jackson, there’s no apartment complex there. Very suspicious.
I live a block away and can verify that it exists! There are 4 or 5 units in the building and the new owner seems to be doing a lot of work. It’s unfortunate that there aren’t any additional pictures.
