“Dear PoP,

I am contacting you to see if you might be willing to share an issue with your readers. Recently, conflicting parking signs were placed along the 3400 and 3500 block of 16th St, NW (picture attached). One of my neighbors sent an email to Jim Graham’s office. Mr. Graham’s office forwarded the issue to DDOT. DDOT replied with a confusing and ultimately unhelpful email (full email string below). Have any of your readers encountered a similar problem in other parts of the city? Are there additional steps we can take to resolve this problem?”

Subject: RE: New parking restrictions 3500 block 16th St NW

CM Graham, to clarify, the changes were made because many of the “No Parking Anytime except Sundays 8AM-2PM” signs were missing from the west side of the 3500-3600 blocks of 16th Street, N.W.

In order to maintain optimal traffic flow during the AM/PM rush hour periods, signage states that there is “No Standing or Parking 7-9:30AM;4-6:30PM, Monday-Friday” which is more restrictive than “No Parking Anytime” restrictions. The fine for not obeying rush hour restrictions is $100 while the “No Parking Anytime” fine is $30. Both signs have to be posted in order to inform the public of existing parking regulations.

In October, 1997, the west side of 16th Street, N.W. from Spring Road, N.W. to Irving Street, N.W. had a “No Parking Anytime” restriction plus the AM/PM rush hour restrictions. Churches in the area requested that the NPAT restriction be changed to “No Parking Anytime except Sunday 8AM-2PM” in order for parishioners to find available parking near their church.

The current restrictions have to be maintained on the west side of 16th Street, N.W. because there are only 2 lanes of southbound traffic, one travel lane and one curb lane that must be used as a travel lane at all times except on Sundays between 8AM and 2PM. The east side of 16th Street, N.W. has 2 travel lanes at all times plus the curb lane that is restricted from parking 7-9:30AM;4-6:30PM, Monday-Friday. Parking is allowed on the east side between the rush hour periods and after 6:30PM, Monday-Friday and at all times during the weekend.

With regards to ANC notification, the ANC must be notified if there is a change in parking regulations. These recent changes were for the replacement of missing “No Parking Anytime except Sundays 8AM-2PM” signs , which were initially installed in 1997.

Also, the 3300, 3400, 3500 and 3600 blocks of 16th Street, N.W. are in the RPP program (since 1989) for permits only. However, the residents have never requested the installation of RPP Zone 1, 9:30AM-4PM, Monday-Friday signage to be installed on the east side of these blocks where there is an AM/PM rush hour restriction.

I know that the explanation is a bit long, however, I hope that it completely clarifies the current signage situation.

Ugh my head hurts. Anyone else deal with conflicting parking signs before?

“Dear PoP,

I’ve been summoned for grand jury duty to the US District Court for the District of Columbia (not to be confused with regular DC court jury duty). The summons specifically says that full time employment is not a hardship excuse. It just seems crazy to me that anyone would be expected to take this much time out of their life – I have really demanding full time job working on policy, and during this 18 months there will be at least one major piece of legislation that I need to be available to work on. There’s no way that I can competently do my job, which will involve 60-hour + work weeks when I’m working on this bill, 3 days a week. My employer will continue to pay me for full time work, which I am really grateful for, but I’m still really worried about the long term impact this is going to have on my career (and my sanity). I’m all for doing my civic duty, but this is nuts!”

Holy cow! I’ve never heard of 18 month jury duty before. I bet it is an interesting case… Apparently the duty is for ‘only‘ two days per week. Do you think the two days a week are rotating? Anyone else ever hear of something like this before? What would you do if you got summoned for 18 month jury duty?

“Dear PoP,

We live on the 1800 block of Irving St, NW and we have a clogged main line sewer pipe. The clog is apparently on the other side of our property line and is on city property. I was wondering if anyone has ever dealt with WASA coming out and unclogging/repairing a sewer line?”

Anyone experience this before? Do you just call DCWater (formerly WASA)? How long does it take to get fixed?

I thought some of your readers might be as enraged as I by the situation in the Reeve’s Center on 14th/U, documented in the attached photo. They have shut down the escalators, supposedly to save energy. Yet, it is not at all clear where the alternative, human-powered vertical circulation options are located. Every person I observed took the power-hungry elevators. I had to search for a stairwell, only to end up in the confusing bowels of the building.”

That is odd. Shouldn’t they just turn off the escalators and let people walk/up down them? Do you think turning off the escalators is a good way of conserving energy?

“Dear PoP,

This morning I hit my breaking point with the elections. I was walking my dogs, came around the corner or my street, and witnessed a man stealing my neighbor’s election sign from their yard. I stopped him and asked him “did you take that?” to which he replied “is that your yard?” I repeated the question and he had the gall to say “I asked you a question too.” I told him that was my neighbor’s house and he was stealing their sign. He then proceeded ask if I knew what gentrification was all while he tore up the sign. I flat out told him that was stealing, theft, and weak, and had to go inside because my dogs were freaking out and I was livid.

My freakin’ high school elections weren’t this petty and childish! Little does the man know that his actions have made my mind up for whom to vote.”

PoP contributor Tony Lizza has taken on the mission of interviewing some Advisory Neighborhood Commission (ANC) reps and this is the second in a small series. David Tumblin is an incredibly busy man. Between his full-time job as a director with the Transportation Security Administration, his duties as an ANC member (4C), and his family, David barely had time for an interview. When we finally got time to sit down last week to talk, we didn’t get a chance to talk in person. We had a dilatory afternoon phone call, a testament to just how dedicated he is to all three of his roles.

David was raised in Tennessee, and attended the University of Tennessee, where among other things, he was a drummer in a rock band. Mercifully, he says, there are no pictures of his rock band years available on the Internet. After college, David moved to Washington to attend graduate school at Georgetown. He received his masters’ degree in Foreign Service and his government job took him from DC to San Francisco, and finally brought him back to DC. A note of regret in his voice suggests he might have liked, at least at the time, to remain in San Francisco. He now works for the Transportation Security Administration as the director of workforce analysis in the Office of Human Capital.

David first became interested in running for the ANC by reading Prince of Petworth. Ed. Note: I had no idea, sweet! After a heated discussion on the website, the chair of ANC 4C directly appealed to readers to get involved and run for seats on the ANC. David took the chairperson up on that request, ran for ANC, and will now have been serving for two years at the end of the year. He cites the example of a previous ANC member, Peron Williams, who he says, “knew everyone”, although he admits that he’s better at problem solving than community outreach.

More dirty politics this Labor Day weekend? In the age of camera phones and camera surveillance this is really beyond stupid. Sunday evening, Capital City Diner owner’s, Matt Ashburn, sent the photos to me and a few other bloggers. He says that the removed signs were Kwame Brown and Harry Thomas and were replaced with Fenty signs without his permission. Frozen Tropics identifies the woman in the picture as a former ANC 5B10 commissioner. Capital City Diner is located at 1050 Bladensburg Road, NE.

“Dear PoP,

I just received an odd, anonymous robocall. I picked up the phone and a woman’s recorded voice said, in harsh tones: “Jim Graham paid for the abortion of his companion/Chief of Staff’s girlfriend.” The nothing – just silence.

Is that the key issue in the Ward One councilmember race? Really?”

“Dear PoP,

Twice so far today I’ve received nasty robo calls against Jim Graham. The voice just starts talking about him paying for abortions and having an affair etc. but there is no attribution at all – no “this message brought to you by – ” Regardless of what one feels about Graham, and no matter how used one is to shady campaign tactics, this seems way out of bounds. (Calling the number that shows up on caller ID just gives a “the party is not available” message.) Any idea who is doing this? ”

I’ve been hearing this from lots of readers and on twitter. It, sadly, never surprises me how dirty things have gotten during campaigns. At the moment, it is still not clear who is behind these calls.
