“explain why my 311 service request was closed without action, stating “rain will clear it”? Why couldn’t DPW be bothered to send a crew to clean up actual biohazardous blood on a heavy trafficked public sidewalk?”
And regarding the graffiti issue:

311 has a funny sense of what it means to get rid of graffiti. This is the second time they have told me that they addressed the graffiti on this building, but you can see this morning that the graffiti that everyone has to look at on this building at 1000 U St. is still there.”
