A reader reports just before 1pm:
“Flipped car on Wisconsin right outside Fannie Mae headquarters. They’re trying to get driver out through the sunroof now. Driver seemed lucid. But two cars are messed up and traffic is backed up down Wisconsin Ave. Virginia plates.”
