That just looks so dangerous to me; is it not dicey to bike on ice/snow? Same for jogging on ice/snow. i just don’t get it.

People bike on snow in Chicago, Minneapolis, etc, fairly routinely, IIUC. Depends on your tires and your skill level.

Ice of course is different from snow.

It can certainly be dangerous with inadequate preparation, but you could say that about anything. The person pictured is using wide tires and has a bicycle with an extremely long wheelbase, for increased stability and traction. You actually might be surprised at how easy it is with appropriate equipment. Last week I put the studded tires on and rode down to National Harbor on the Mount Vernon Trail and across the Wilson Bridge, both covered in sheets of ice, with very little difficulty.
