It looks like a TD model, so that would put it sometime between 1950 and 1953. Beautiful car!
I saw this ride on U St. Saturday night and spoke to the owners. It’s a 1952 kit. They built it a couple years ago.

I’ve worked on this vehicle multiple times (I’m a mechanic.) It’s a kit, built on a beetle chassis. It had recently sat for 3-4 years – requiring the replacement of the gas tank + front suspension beam (both due to rust.) It’s a well done kit, but the wheels are a dead giveaway!
