“The Metropolitan Police Department seeks the public’s assistance in identifying 394 persons and vehicles of interest in reference to large group of individuals who were illegally operating all terrain vehicles (ATVs) and dirt bikes in the 2100 block of Minnesota Avenue, SE, on Sunday, August 25, 2019 at between 3:00 PM and 8:30 PM. Got reports last night of ATVs/Dirt Bikes (up to 100) riding from H Street, NE to Georgia Ave, to 14th Street to Logan Circle to Dupont to the monuments to Crystal City. Unfortunately one reader reports a man was injured when struck by one rider of a “Bright blue dirt bike” badly enough to be taken into an ambulance:

“It was at 18th and Mass NW. The man was an older black man, probably in his 60s. The biker was on wrong side of road when he hit the man. The biker was in blue but I didn’t see his face. He stopped briefly to look behind him but then kept going. (more…)

“Sunday night around 7:30 pm, there was a gathering of about 30 ATV’s at the BP station on 13 and N NW. I called the police but they never responded. Most of them took off going East on N while a few went South on 13th. I really hope no innocent pedestrians were hurt in the maylay.”

On August 19, 2018, the Metropolitan Police Department captured video footage of 21 individuals who were driving illegal minibikes, dirt bikes and all-terrain vehicles (ATVs) in the 2500 block of Virginia Avenue, NW. Earlier this month, the MPD obtained video footage identifying 11 individuals doing the same thing in the 2300 block of 14th Street, NW; 1300 block of Connecticut Avenue, NW; 1600 block of Maryland Avenue, NE. The MPD is seeking the public’s assistance in identifying these persons of interest.

They ran over a woman’s dog at 14/P. Just kept driving and disobeying traffic laws. What’s up with this legally? Does the city just shrug their shoulders over it? Highly dangerous. I saw two cop cars trailing them but it’s not like that would stop much.”

“Rhode Island Ave NW at North Capitol Street heading towards Logan Circle. There were at least 100 quads and dirt bikes shooting all around traffic, driving on the wrong side of the street and cutting people off, weaving in and out. Most wearing masks.” (more…)

“In April, the Metropolitan Police Department (MPD) along with various regional law enforcement partner agencies announced that they were cracking down on people riding all-terrain vehicles (ATV) and dirt bikes on public roadways.  During that announcement, approximately 245 images of individuals recklessly driving these vehicles were released by MPD.

“These vehicles are extremely dangerous to pedestrians and other motorists,” said Captain Michael Pavlik with the Criminal Intelligence Branch.  “They are designed for off-road use and not for city streets, sidewalks, or any other public space that threatens the safety of our communities.”

The Criminal Intelligence Branch investigates gang crimes and homeland security issues.  Under Captain Pavlik’s leadership these investigations are handled efficiently with appropriate attention to the sensitive nature of parties involved.

Since the announcement of this initiative, several arrests were made regarding the illegal activity of these vehicles.  One of the latest incidents occurred on Thursday, June 9, 2016 at approximately 9:16 pm, when members of the Sixth District observed an adult male operating an ATV in the 2800 block of Minnesota Avenue, Southeast.  The suspect noticed the officer’s cruiser and attempted to flee on the ATV but struck another unidentified ATV rider.  After falling off the ATV, the first suspect fled on foot.  A brief foot pursuit ensued and officers apprehended the suspect in the 2900 block of Nelson Place, Southeast.  Suspect one’s ATV was recovered on the scene.  The other unidentified ATV rider made good his escape.  The case remains under investigation.

After investigation, 33-year-old Darvin Banks of Northeast, DC was arrested and charged with illegally Operating an All-Terrain Vehicle or Dirt Bike.

“MPD has seen a significant increase of ATV and dirt bike arrests.  In the months of April and May MPD made 27 arrests of people illegally operating ATVs and dirt bikes.  Additionally, we have recovered over 30 ATVs and dirt bikes,” said Pavlik.

Last year, 77 individuals were arrested for Operating an All-Terrain Vehicle or Dirt Bike and 117 ATV’s and dirt bikes were recovered.  MPD continues to explore new options to handle these vehicles that operate recklessly and openly against the law, on National Capitol Region roadways.  Members of the Criminal Intelligence Branch have been viewing video footage, working with local law enforcement agencies, and sharing information with the community. “The Metropolitan Police Department’s (MPD’s) Criminal Intelligence has gathered close to 250 photos of individuals recklessly driving dirt bikes and all-terrain vehicles (ATVs) on the streets of the District of Columbia. These types of vehicles are dangerous to pedestrians and other motorists and are illegal to operate on DC’s streets.

The MPD is seeking the public’s assistance in identifying the operators of these vehicles as well as any locations where the vehicles are being stored. A reward of $250 is being offered for information on each person identified.
