    Is this a serious question? Why would you think it’s not legal? The question of fairness is up to you. Think of it similar to a tax on monetary gifts. It’s not like they are trying to *double tax* you, which then would be unfair and not legal. As others have noted, there are ways around it. It’s not like you’re paying tax on the price of the car as if it were new. You are paying tax on that the car is worth currently, which, with rare exception, cars values depreciate quickly.
