The red/orange/green lights for street traffic (cars/bicycles) don’t always correspond to the pedestrian crossing signal (walk, don’t walk, x # of seconds left). Sometimes the pedestrian crossing signals are set to give pedestrians extra time to start crossing the street before (or after) cars are going in the same direction.
Not sure if that’s what you’re describing, or if the issue is that the pedestrian countdown clocks are skipping within the countdown: “23, 22, 21, 5, 4, 3, 2, 1.” If it’s the latter, that sounds like a flat-out error that should be reported to DDOT.
