You are correct that D.C. law is 90 days for a landlord to take possession of the apartment for personal use. #2 is not illegal, there should be more to that clause. It should refer to your 1-year lease term ending and the lease going month-to-month at that point, not just any random time.
Do you guys have separate leases from the others in the group house or one lease? If she is renting the place out room by room then I think you have to live with her decision to move in while you are still there.
Personally, I would just rally to get out of there sooner than later. You are not breaking your lease by moving out before the 90 days are up. Sounds like your landlord has some issues and your just in for more problems than it’s worth.
One note, if possible, ask her to pay for your moving expenses. She broke the lease early and put you in a tough spot, landlords will sometimes offer that when this sort of thing happens.
