I suggest you look into whether the wall surfaces exposed on the two sides of your property are in fact your property. I just went through a related issue and have posted a couple of times on this blog regarding my experience. (I mistakenly thought a neighbor had encroached on my property.) I learned through a property survey last week that the wall that forms the west side of the room on the back of my house, the outside surface of which is exposed in my neighbor’s yard, is in fact a “party wall.” It runs the entire length of my row house, from front to back. The front two-thirds of the wall’s length actually separates my house from my neighbor’s house. The back one-third of it forms the west wall of the room on the back of my house and is exposed into my neighbor’s yard (specifically, into a walkway that runs along her back room to some stairs into her basement). Technically, she owns one-half of the wall . . . including the portion that forms the side wall on the back of my house and is exposed into her yard. I’m not sure what the legal rights are in DC to maintenance of a party wall . . . but I figured I’d flag the possibility that you’re dealing with a party wall. Best of luck!
