I never understand why people park their cars and then forget about them for 4 or 5 days, or until they have to move it a week later for street cleaning, and then are surprised when something happens to it.
Things happen all the time where the city needs access to the road/sidewalk you are parked on or next to. The issue you are asking about was an emergency water line repair. You don’t schedule those, and they need to be fixed ASAP so it isn’t like you are going to wait a week and let everyone time to move their cars.
I see it happen somewhere in Columbia Heights almost every week. Happened three weeks ago on my street. House 4 doors down had an emergency sewer repair. DCwater came in that morning and posted the signs and then returned the next morning at 8:00am to dig up the street. They ticketed and towed half a dozen cars.
Water, sewer, gas, power, telecom, there is a lot running in those streets, and in most DC neighborhoods it is pretty old and in need of repair. Leaving your vehicle parked for days on end without checking on it isn’t wise.
