UPDATE From the U.S. Fish and Wildlife Service:

“As a side note, this falcon was seen before in DC last year. She in fact is not a pure peregrine falcon. She is a hybrid cross and most likely a lost falconry bird.”

Thanks to Hillary from POLITICO for sending these shots from last week “we watched this falcon tear apart a pigeon on our patio furniture for 30 minutes.”
