Had a gross, slightly scary experience around 9am on my walk to work. Walking on the north side of M St. NE between 5th and 6th a black man wearing winter clothes and a black ski mask walked down the street exposing and touching himself. He looked totally normal until passing within feet of me. I had initially smiled a morning greeting (California in me …) and immediately changed to a look of disgust when I saw what was going on. This is two blocks from a school and in a neighborhood full of kids and families. Please share.”
